The congest in an open communication system may cause the failure of load frequency control (LFC) scheme power system. Furthermore, increase wind penetration degrades stability LFC scheme. To address these two issues, this paper analysis schemes with both Bernoulli model and Gilbert-Elliott packet losses based on Markov jump effect also discussed as inertia reduction.
